Is this a scam?

I am listing a phone for a friend of mine who can't use eBay. So its my account and my paypal account too. I got this message:

I'M INTERESTED IN BUYING THIS PHONE FOR MY FIANCE AS A GIFT TO HIM I WOULD HAVE LOVED TO BID ON THIS ITEM, I'M JUST BEEN CONCIOUS OF TIME BECAUSE I'LL BE OFF TO MY WORK. AS A MARINE ENGINEER, WE USUALLY GO FOR HOLIDAYS IN EVERY 2WEEKS AND I HAVE LESS THAN 2 DAYS BEFORE LEAVING BACK TO MY WORK SO IF THIS TRANSACTION IS NOT COMPLETED WITHIN 24 HOURS, I'LL NOT BE AROUND TO REPLY TO YOUR MAILS SO THEREFORE I'M WILLING TO PAY £350.00 GBP FOR THIS ITEM INCLUDING THE SHIPPING COST. I WILL ALSO PAY THE VAT . PLS NOTE: I AM PAYING THIS AMOUNT BECAUSE,1. I WANT TO BUY IT OUTRIGHTLY AND 2. BECAUSE I HAVE JUST FEW DAYS TO LEAVE HERE TO RESUME WORK ON SEA AND ALSO DO NOT HAVE TIME TO GO ON SHOPPING PHYSICALLY. I AM PAYING THROUGH MY PAYPAL ACCOUNT AND I AM READY TO PAY HE 4% PAYPAL CHARGES. AS WELL.
SO PLS , SEND ME YOUR PAYPAL ACCOUNT EMAIL ADDRESS. SO AS TO HAVE YOUR ACCOUNT CREDITED, AND I WILL LIKE YOU TO END THE AUCTION IF WE ARE HAVING A DEAL.

Is it a scam? It just seems too good to be true. The actual listing is starting at £150 with a hidden reserve of £250.

Well I have to ask because I know some people in this world are genuine, just not many. This is another reply I got:

hello seller please not because of the money im just
busy i surppose to to the shop tomorrow because i will
busy that is why im paying that ammount please dont
bother of the money i will pay the ammount through
paypal you can just send you paypal emaill account to
my own payl email account too so that i can go ahead
with the apyment which is dkma1@yahoo.com please do
this as soon as possible thanks and hope to hear from
you soon.

Seems to be confirmed then.

Well the eBay profile is from NJ, USA. But I suppose that doesn't mean anything.

But I would bet ya anything depite being listed in America they will want the phone sent to nigeria/ivory coast etc.

I could tell ya some stories about this type of thing which would make your hair go all frizzy but alas I cant, work stuff and all that.

Well I take it I am still safe if I just ignore them. Obviously I'm not going to do anything with it.

if you weren't already a little unsure then the use of english and the yahoo address would have me running a mile!
only greed would allow anyone to respond in the way the scammer wants them to!

also if the buyer(!!!!) contacted you through the ebay mail account then perhaps you should cosider reporting him, just incase they already have reports of this scam, they will kick him off ebay then hopfully.

I hope on your ad on ebay that you have put that you ill not send the item outside of the uk, otherwise this chap could win the auction anyway.

It is only to the uk, but how do I report someone, is it a long winded affair as it usually is on eBay?
