agreed, but these "new rules" are now old rules as it changed almost 3 years ago, in october 2012 , so a newspaper from oct 2012 would be considered an "old"paper (as would a pizza)

assuming you have not followed the "new rules" then you are in "old rules" territory, which is ignore unless you (or in this case he) gets an LBC or MCOL , for 6 years
