My dad got a private parking charge while delivery pizza

Hi everyone,
I't's been a while since i've been on this forum but I am looking for some help/advice for my dad who got a private parking charge while he was out delivering pizza.
My dad works for domino's part part and dropped ooff a pizza on a private estate to a customer (Royal Woolwich Arsenal), and usually puts a sign up on the dash board stating he is making a pizza delivery.
Anyway he gets a letter demanding money for parking on private land which I believe he ignored, and now has a 'solicitors' letter chasing him for the money.
I'm pretty sure too much time has elapsed to appeal through POPLA?
Other than paying the fine, what other advice/route can my dad go
down?
The PPC is P4 Parking and the 'solicitors/debt chasing'letter is from TNS

Hi,
I've had a look in the newbie thread, but I couldn't see what to do if the deadline to appeal with POPLA had passed.
The date of the ticket was in March 2015.
I don't know whether my dad should ignore it, or dispute it and say he was delivering pizza to a resident on the estate (but that means he admits he was the driver). I'm not sure if there are exemptions for deliveries?0 -
a private PPC doesnt make exceptions for anything except if the person they are pursuing is dead !
if its too late to appeal to popla, then its too late, therefore it would not be discussed , same as its too late for me to ring my doctors for an appontment right now , so if they had one at 0900 today then I missed it
ie:- turning back the clock is nigh on impossible, plus you should never name the driver unless its deemed absolutely necessary
its a 6 year wait, for either an LBC or court papers (an MCOL)
its not a fine either, its an invoice ( which idiot told him its a fine? )
if a plumber sends him an invoice, he can either pay it , or not pay it
assuming he does not pay it, that plumber has 6 years to take him to court for the alleged debt, this is no different
in future, appeal it while you can , do not wait until its "too late" , that way you give US a chance to help YOU (or him)0 -

So I guess it's best to ignore the 'debt collector' letters?
The letter just states the new increased amount to pay, and if we don't they will contact the PPC and it will be up to them whether to take it further.
Can it still be appealed and get a POPLA code?0 -
not if he is both RK and driver
if he is RK and somebody else was driving, or vice versa , then the RK could name the driver and reset the clock with a new pcn issued to the driver
but not for one and the same
missing time deadlines means the deadline has passed, miss it and you regret it later (like now) - he had 28 days to respond and appeal it, with a popla code coming back with the refusal , ignore it and the deadline passes, so no popla code
I would have thought that you and your dad would understand the concept of a missed deadline ?
ie:- if he has 30 minutes to deliver the pizza, and arrives 30 days later, the customer will refuse the order as it passed the deadline and is a month old0 -
Do nothing. Keep us informed of any further communications. And do not pay. The only time to act is on a letter before action, ie. 14 days or we take you to court and then also let us know.0

Agreed - the Newbies thread tells you about 'ignore the debt collector stage' in post #4 of it. And I include links to threads about these sort of letters, in the hope that NO-ONE will start threads telling us about the letter chain they've had, ever again!
Spare us! Ignore the drivel.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes I understand the concept of a deadline, but I'm not clued up of the new process since the new rules have come in force, especially when the PPC companies lie to get people to pay up.
I know that you must no longer ignore the PCN since the new laws, but my dad didn't know about the change in law and just ignored it.
So I guess he has to ignore them until he gets any further letters and let them make their move0
