Service cancellation

I have had BT for 1 year . It has never lived up to expectations as down lead speed is 20 per cent of the area average . I have sought technical advice from BT to no avail . I have tried to cancel the service but am being penalised as the contract is 18 months . Do I have to pay these charges considering the service is so poor

Essentially no you pay up or go through the complaints process or BT agree to let you leave .
But this service poor down load is measured how ?? n what connection is used to measure .
Often the speed is normal at the BT Master Socket but users equipment is a problem or speed measure is over WiFi .0
