Run combofix from bleepingcomputer.com
Post the log file so we can see your startup items.
My guess is there is something in your startup that doesnt run in safemode that is blocking you network.
Have you uninstalled any antivirus software reciently? eg Norton. If so find that vendors removal tool online and run it. I've seen lots of times when you uninstall these programs their self protect modules lock down the internet.0 -
try reinstalling the driver for your network adapter.
Uninstall the driver from device manager - reboot and it should reinstall its-self0 -

Looks like a Windows APIPA address, basically the PC cannot see the router.
Given it works in safe mode its not likely to be a cable. Check your driver, its possible a recent Microsoft update mis-identified it and installed a not fully compatible driver. You should be able to roll the driver back in the Adapters driver properties in Device manager. Uninstalling and re-installing may not help as it will default to the same wrong driver as its newer.0
