It depends on the Council. Our house had exactly the same thing done (by previous owners), garage conversion, extension on first floor, loft with dormer and one storey extension at the back (pretty much like your neighbours did but with a smaller dormer).

My understanding is that if our neighbours wanted to do the same they couldn't because the two houses would become terraced. They would need to allow a gap of about a metre between the two houses.

However every Council is different, why don't you give your planning dept a call for an informal chat?

By the way it was under planning permission because we exceeded the Permitted Development rights (it's all down to how many cubic metres you will gain). Hope this helps.
