    Please can you inform me of the members of the internal panel who review car parking charges appeals which are made against UKPC.
    A small number of staff sit on the panel from different levels up to director level. The panel membership varies from appeal to appeal. We are unable to disclose the names of the people on the appeals panel and have applied exemption Section 40 of the Freedom of Information Act – personal data.

    Please can I view the Minutes of their meeting(s) in September 2014.
    Minutes are not recorded as each individual appeal is responded to with the panel’s decision and this is therefore the record of the appeal meeting.
  • I have also come across this in an FOI request for Bucks healthcare trust parking policy under parking Enforcement section - note mentions "penalty" - is this worth submitting in POPLA appeal?

    All enforcement will be carried out by an approved and duly licensed contractor. Payment of
    penalties from the infringement of the parking policy will be a matter of personal liability of the
    offender to the enforcer and all appeals will be made to the parking enforcement contractor.

    Your POPLA appeal looks fine - but you're going to have to put it on ice until the Ombudsman Service calls on you to submit it (October?).

    You do need to enter your POPLA code to the POPLA website (as per the link I gave you to the Parking Prankster's blog in my previous post) - make sure you do that before your POPLA appeal deadline ends. I can't stress that enough - miss that and it's gone, and you've then exposed yourself to potential hassle for the next six years!
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

  • Thanks all for all your help - notice of intention to appeal submitted to POPLA (and screen grabs captured as they don't seem to send acknowledgement immediately).

    I will update on outcome.
  • On advice here I went back to PALS and quoted referred to Jeremy Hunt. I also found an email address on line for the senior person at the hospital trust who has responsibility for PALS and patient care. I sent this person my mitigating factors (hospital appointment overran). She sent a very nice response saying said she would pass this on to another named person to investigate (and to acting Chief Exec). She asked if I had appealed to UKPC. I said I had but on advise about dubious practice by UKPC I had restricted this to legal issues.

    Anyway - result is a a letter received from UKPC saying following recent correspondence they have investigated the appeal ad as a gesture of goodwill (yeah right - told to by their client more like) decided to cancel the charge. Wahaay!

    I'll never know whether the lack of NTK would have succeeded at POPLA now. I guess I should notify POPLA of this to withdraw the appeal as the next step is that they'll ask me for my evidence.

    I think I have made my point with the hospital trust as this has now had at least four people look at this. I have made the point they should move to pay on exit parking as pay and display is just ridiculous - who knows how long they're going to be when they go into a hospital?

    Big thanks to all your help on this - it stopped me considering paying the parking charge which was I believe very unfair.
