Has the pressure dropped in the boiler as a result of changing the taps. Some boilers will cut off completely if the pressure drops too much.

My friend changed his kitchen mixer tap recently and it would not work after (No water on the hot side at all).

It turned out the flexible piping he had used had kinked

I'm guessing they would have had water upstairs though?

I would suggest that water is not getting to the boiler then. Not sure how, maybe ask the tap changers EXACTLY what they did. There is a possibility - already mentioned - that the stopcock, which would have to have been turned off to change the tap, has not been turned back on again fully or is jammed shut. It does happen.

EDIT. Just checked back, you say you have cold water in kitchen, so my comments about stopcock are null & void. I guess you need to trace the cold water feed to the boiler.

So you think it's the cold water feed to the boiler?

On my boiler, which is not a combi, if the water pressure falls below the safe set point, the boiler will "lock-out" until a reset is initiated even after the cause of the low pressure is corrected. Normally this is turning it off and then on again to reset all/any faults. Are there any indocator lights showing on your boiler apart from the mains/power on? You might have to drop down/open the front flap to see the lights.

I would expect to see an isolation valve on the cold water pipe into the boiler. When I had a combi boiler, that was a tap just below the boiler.

My guess is that it's either turned off, or stuck in the shut position.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

The boiler comes on to heat the radiators.
