I understand the £3000 limit but why can you only deposit £200 each month? It seems like a drawn out process.0

If you already have a lump sum then you probably need less assistance to buy.Remember the saying: if it looks too good to be true it almost certainly is.0 -
Presumably to encourage people to save long term.

If you wanted to encourage people to save more you would give every saver a £3,000 top up – or a smaller amount - if they save £12,000 in an ISA.
The help to buy ISA is not to encourage you to save more – its to encourage you to buy a house and take out a mortgage. It is to encourage you to borrow – not to save – as you only get the government ‘help’ when you take out a mortgage.0 -

If the scheme is so unsatisfactory they should just scrap it. Similarly, they could fund care for the elderly by cutting pay, and particularly pensions, for government employees. I'm sure we can all agree with these modest proposals.Free the dunston one next time too.0

Do we know when we are going to get more information with regards to how the help to buy ISA works?
I would expect more detail would be issued around the time of the budget in July - given that its planned to come in from October.
We will then see what providers emerge - and what interest rates they offer (which may be derisory). A lot of providers already have ISAS encouraging you to save for deposits and take out a mortgage e.g. Nationwide's save to buy ISA.0
