Could be someone dumped it in his garden and hes damned if hes going to pay to get rid of it.
Knock on his door and tell him youve a mate who owes you a favour that could shift it (then pay someone to take it to tip)0 -

Just out of curiosity, which route would you take?
But seriously, it would depend on specific circumstances. I might speak to him about it, but not if there is a history of him threatening/swearing at me....(or other neighbours).
I might ring, or suggest he ring, the council - but not if the local council charge an arm and a leg to collect.
I might use a mate's van at night, or offer him my mate's van, but not if I don't have a mate with a van!
