Best sim for Tanzania and Dubai

Hi can anyone help, my daughter is travelling to Tanzania for two weeks with a stopover in Dubai.
She is going to take her old Apple Iphone 4 with her and I want to buy her a PAYG sim so she can keep in touch whilst away.
Any advise on the best one to buy, I would prefer to set it up before she goes than have her buy when there.
I have searched the net but honestly find it so confusing, and don't want her racking up huge bills on her EE contract.

I cant really help much in regards to a sim she can get before she goes. But I was in Tanzania for 2 months and they are so easy to buy, they are everywhere there and very cheap. You just buy the old style mobile top up cards for credit. I think I have kept some of mine as memories!

Could you not keep in touch via skype and whatsapp etc first off? Free but would rely on if she has acess to wifi. Then she could easily sort her sim out there
