If he isn't going to making any calls he should turn off data roaming and only use free wifi, which is offered at most bars and restaurants.

He can buy a local sim card and use it for the duration of the holiday. We do this every year as my husband is Turkish and likes to be in contact with friends and family while we are there. You don't need to register it as it will work up to a month without registration.

If he wants to phone home tell him to use a phone card and call from a public phone, that is the only way to avoid huge call costs.
