Looks like B&Q delivery delivered to wrong address, signed for by someone else

Hi,
I hope this is the right place to post this, if not, could someone please let me know?
My sister ordered a couple of kitchen cabinets from B&Q, which were supposedly delivered by Parcel Force.
Parcel Force are claiming that they did deliver them, and have a signature. This signature is not my sister's, and she was in at the time they claimed it was delivered but no-one showed up with the package. The signature is apparently illegible, so can't get a name from that. It hasn't been left in a 'safe place' either.
Apparently, she has been told that, as Parcel Force have 'proof' of delivery, that they have fulfilled their obligations and it is essentially tough luck for her.
She doesn't have a tracking number, but is going to ask for one.
I'm not sure if it matters, but it was paid for by debit card, not credit.
Could someone please shed some light on the best way to get this resolved? I assume either B&Q or Parcel Force will need to refund / replace, but who should she be approaching?
If there is any information missing that is needed, please let me know and I will ask her.

The cabinets have now been located, they were delivered to someone in a completely different street. Luckily, the lady was honest and came round to let my sister know once she realised it wasn't for her.
A big sigh of relief for use both, but still thinking B&Q need to have a word with Parcel Force!:coffee: Don't dream it, be it :coffee:0 -

If you have the name of the person who you spoke to I would have made a formal complaint. B&Q are ultimately responsible for ParcelForces non-delivery despite the lies the person told you. Always ask for the persons name at the start of the call or note it down if in person.
