If I sign up to a new mobile provider today can I arrange for the change over to happen in 3 weeks time?

Depends who you sign up with. Some suppliers will only allow you to port your number in at the point of ordering, whilst others will allow you port in at any time.0

Talktalk are offering £60 cashback at the moment and £12 all in sim only rolling contract.
Any idea how I can find out without spoiling my chance of getting cashback?

Looks like talk talk will allow porting at any time, as your new sim needs to be active before you can apply to port in your old number.
You can't specify when it happens, you'll need to time things yourself.

Be careful Talktalk use the Vodafone network. I had a sim only contract with them and the data/download speeds were abysmal. Sometimes wouldn't connect up, slow to download.0
