Unfortunately it appears that his geographical skills are also lacking and is unable to read a map.
Whilst researching some planning issues it appears that ANPR signage has been placed prominently on a public highway in Lancaster.

agreed , now who should you talk to? , Lancaster council , new progress housing , or simply ask the council directly on "what do they know"
anyone that has received a ticket , and paid under threat of being taken to court BY HIM needs to make a legal claim against the housing assoc

Yes that's right. Top end (North) of Bath Street where only land on the left (west side) turning appears to be housing association land and yet there are ANPR signs all the way along and is a public road according to the planning map.REVENGE IS A DISH BETTER SERVED COLD0 -
I would presume Lancashire County Council is the highways authority, and they will take a dim view of unauthorised signage on the public highway, so one of you local chappies needs to get onto them.
Trading Standards too ought to be interested in a private company issuing tickets on the public highway (but will probably do nothing as usual).
