Are Three payg phones really sim-free?

noticed statement on 3 website that all their payg phones are 'unlocked', does that mean you can use other sims in them, anyone confirm that? Wish they'd state it categorically if that was the case

It clearly says its already unlocked, or they will unlock it free of charge if you have had it for a while so you can use it with any another network
