Yes it's definitely an item not received dispute. In the Paypal dispute resolution centre it gives the reason for the complaint as non-receipt. (And I think I've even called everything by the right names this time Windswept. Trying to get the terminology right!).
Greenstreetprince it looks as if you can do it 7 days after payment, not 10, which seems very quick to me when you factor in post strikes etc.
I posted here before contacting the buyer out of paranoia really. Yesterday I sent the buyer a short ebay message giving details of when and how it was posted and just asking them to leave positive feedback when it reaches them or get in touch with me if they have any problems. I think I will wait to address the Paypal dispute next week as it wouldn't tell the buyer any new information and I have 10 days after it was filed to respond (7th so I guess 16th is soon enough) and I thought there was a good chance the item (packet, parcel, thingamabob) will have turned up by then. My other next step is to find out about the lost item process for Royal Mail. I saw in another post I can't do that for 10 days after it was posted (4th, so 14th).
Grateful I've managed to avoid knowing about disputes up to now. Feeling much more informed thanks to all the advice from everyone here.

Just a point re claiming for lost items in the post.
