The sentiment is bang on, in my opinion. How should the PPC have known that the driver/passenger was disabled?
possibly because one was parked in a disabled bay!!!!0 -

Don't be quite so ridiculous!
What if I had parked there? I'm not disabled (under the auspices of the EA, at any rate), so should I be let off a ticket?
"Trust me, Mr.PPC, I'm honest!"
Of course not!0 -
The Law is clear on this, once a PPC is aware that an offender is disabled, whether or not they have a BB, they must make an allowances necessary to accommodate the disabled person.
Clearly this does not amount to waiving a P&D charge, parking obstructively, or leaving a site, but it should/must consider parking over a bay marking, a slipped/missing badge, and a small overstay.
Either they do, or they lose at PoPLA What IPC members do is another matter, but that does not really matter, as they do not comply with the law amyway because they do not offer a fair and independent adjudication. , .You never know how far you can go until you go too far.0 -

For clarity's sake, I totally agree with this post. I would go one further and say that parking in a Disabled bay without the right to should result in a significantly higher punitive charge so as to dissuade abusers of the system.0 -

I concur, genuine abuse of the system should be suitably penalised (i.e. If I did it, but not my 94 year old neighbour). But it shouldn't be done by biased for-profit organisations.
I'd be happy for the council to spend an afternoon a month or so stamping out these issues.0 -

Consensus! Let's put you and me in charge of it and we can sort this right out!
