the standard issued blue badges are not valid on private land anyway, so technically even if you displayed a blue badge issued by the council you could still have a ticket.
however they dont state what a blue badge is, so you could easily make your own and add some text stating

Where exactly at Forster Square?
The main area with the shops is Parking Eye territory with ANPR. Adjacent to that is a P&D car park, to the side and in front of Travelodge is on street parking. All would come under the general description of Forster Square.

Having read OP again, it looks like the main retail park. That is definitely PE ANPR.
Never seen yet a boots on ground scammer patrol (that's not to say they don't exist).

Council used to be very twitchy about this car park due to all the scams and fiddles Excel used to try on when they 'looked after' it.
