Fine for invalid blue badge

Please advise how to write an appeal for a parking fine for having an invalid blue disabled badge at forster square retail park Bradford. I am a support worker who takes out an elderly gentlemen with learning disabilities,poor eyesight and severe arthritis, I personally have to pay for business use on my car insurance and it was his badges that were invalid. The carpark as far as I'm aware only states badges needed to be displayed, I don't recall them having to be valid. I took the gentleman shopping,the shop didn't even have what he needed. Due to his poor eyesight and mobility he needs to have the passenger door fully opened, a regular space is not possible as other vehicles and mine would get damaged. I do not know why his badge is out of date as I only support him in the community. If I'd known I'd be fined for parking in a disabled spot with invalid badges I simply wouldn't have even gone to that retail park.

    Please note, I was only aware of them being out of date when I found the parking ticket. Fundamentally the actually carpark is free parking for shoppers for 3hrs, we were there 1hr.

    firstly , you have not been fined, its an invoice, wont have the word "fine" anywhere on it

    secondly, both he and you should be aware that blue badges are not valid on private car parks (I assume this isnt council)

    have a read of the NEWBIES sticky thread and familiarise yourself with these charges and rules, including an appeal template

    also have a look at last nights watchdog programme, and todays DOM programme, both on the bbc

    that way, you will know what you are talking about

    its commendable what you are doing, but its deplorable that you and many others dont take notice of the blue badge scheme blue booklet (which is easily downloaded online and can be read with adobe reader) , nor do you CHECK the signage on the places you are parking , its imperative you do all of this to avoid these issues in future, dont assume the BB allows parking anywhere, for free

    Firstly i would contact any store that you spent money in.

    Present the Manager with any receipts and Blue Badge and try and get them to get the PCN cancelled.

    Always worth a try.

    also bear in mind that the actual laws applying here are the EA2010 for this disabled person, that is why they provided the concession and parking spaces, so complain to the retailer or managing agent and demand a cancellation due to the EA 2010

    check the actual signage for the rules regarding the blue badge, to see if it has to be "in date" or not actually mentioned other than displaying it

    a disablement doesnt suddenly cease when the BB expires , I know mine doesnt !

    You should also be aware that this car park, even though it does not appear to state that valid blue badges are required, is managed by Parking Eye who are the nastiest bunch of parking (mis)managers there are.

    I would go back and check/photograph the signs.

    The Google map seems to confirm your thought that they stated BB holders only in disabled bays.

    There is no mention of "valid" BB on these signs.

    a complaint should also be lodged with the BPA under their CoP , although it may not do any good

    Blue Badge 'infringements' aren't usual PE territory (unless they have some form of self ticketing arrangement in place here).

    @OP - it would help if you could tell us who the parking company is?

    Was this a windscreen ticket? Have you received a Notice to Keeper in the post?

    The signage is all important.


    At my local hospital it says only BB holders may park in disabled bays, but nowhere on the signs does it say the BB has to be displayed.


    I have photo's of signs in a Nottingham retail car park where the signs say BB holders must park within a marked bay, but does not define what markings they are referring to.
