Yes but only for handset data, not for tethering. Three, giff gaff, id and maybe one of the 3G only EE virtual operators but I can't recall. Prices will be about £20. Threes payg addon might only be £150

Probably Three is your best bet. There is an all you can eat data add-on for payg and 30 day or 12 monthly sim only contracts

Three PAYG or Pay monthly is probably the best at the moment... £15 (All in one add on) and £17 (12mth contract) a month respectively. Both in 4G if available at no extra cost. I was using PAYG with £15 add-on for a while but today I signed 12 month contract. Keep in mind the prices will go up by about 1% soon. I was made aware of that fact when I was signing the contract.
I also like the roaming options and 4GB for tethering is sufficient for my needs.0
