Water meter vanished

I got an estimated bill through for my water, which I thought was strange as my meter is outside under one of two water points (one for my flat, one for the flat above). They say on their website they take actual readings before sending bills. So, I went to check it today. I have check under both as it is not clear which is for my flat. I cannot see a water meter under either. I know they fitted one. Any ideas what might have happened? The workings in both water points are quite low down, not near the surface. Could it have been removed? I certainly have not requested for it to be removed. I tried ringing the helpline but it is closed today. The protective frost polystrene covers are present in both water points.
Paid off the last of my unsecured debts in 2016. Then saved up and bought a property. Current aim is to pay off my mortgage as early as possible. Currently over paying every month. Mortgage due to be paid off in 2036 hoping to get it paid off much earlier. Set up my own bespoke spreadsheet to manage my money.

Got the water company out to sort it. Seems it was very deep down, Not like they showed on their website. Sigh of relief!
