I dont think you can - if you dont answer or your phone is off, naturally the call is diverted to your voicemail.

When you dial 123 for Orange, under the greetings options (I think) you can set it to not allow messages, it's called extended absence I think. You could always not have a message there, it would still divert but people would not be able to leave messages so it'd just go dead where the answerphone message should be.

Alternatively you could just divert the phone on busy/no answer to a random disconnected number.

If you mean you want more time to answer the phone (i.e it's going to voicemail before you can answer) Nokia have the ability to set the divert for up to 30 seconds delay, Moto might have a similar option. Orange also have a code to do it, again sorry but I only have it for Nokia but it might work on other models:

    **61*07973100123**11*30#

Hope this helps. The code above is the exact code you enter for a 30 secs delay if you don't want it diverting to voicemail, just change the telephone number to some random one - just hope it doesn't play a "number not recognised" message, but when I did it with Orange it would just play a tone. Better than nothing.
