Income Support A2 form

Hello can anyone please shed some light on this form that my son has received last week.
He received an A2 to complete and since he did not settle on the fulltime course that he started last September he did not complete the course (spend about a month on it left because of depression). He is 20 years of age.
What are the consequences likely to be for him? He has not been working during this time? Tried to enrol on another course and was told to wait until Sept 2015 (or rather register in June).
He has only now bought it to my attention and the form needs to be completed by next week. I suggested being honest and completing the form but they also suggest he will be signed off benefits if he does not complete the form.
I would imagine his anxiety is that he would need to pay back the monies and that this would also have implications for the housing benefit, council tax etc.
Really appreciate any help with this I am clueness.

i think that is the issue... he isn't entitled to income support.
i read it as him being a young person, estranged from parents ( references hb and cts), but he only stayed at college a month but kept claiming income support.0 -
If he is no longer in education then he is no longer entitled to Income Support. I suggest he notifies the DWP as soon as possible to stop the overpayment increasing.0

He should have stopped his IS and applied for JSA or, in view of his depression, maybe ESA.
I am wondering if he might be able to offset what he should have been claiming against what he has claimed.
It might help if he has medical evidence of his depression to appeal for offsetting.
It might be sensible to get some help from CAB with this.0 -

ESA is Employment and Support Allowance for those unable to work. You would need a fit note from the doctor.
When your son stopped college because of his depression was he being seen by his doctor and/or receiving support from other medical professionals?
If he had claimed JSA instead of IS the amount of money would have been the same but, as already mentioned. he should have been seeking work.
On income based JSA (which he would have been on ) would still have entitled him to HB and CT support.
That is why I mentioned the offsetting. If he could prove that he would have been entitled to JSA at the time he was claiming IS when he shouldn't have been, then they MAY allow the offsetting which would mean that there would be no overpayment.
However, this will not be easy and he is probably going to need some help from a welfare advisor/CAB.0 -

As the OP didn't know what ESA was, "fit note" is probably also causing confusion. It's the new name for what was known as a sick note, or medical certificate from the GP.0 -
He was attending counselling but only attended two of the appointments. As for JSA, how could he prove that he was entitled to that benefit if he was not signing on ?
As far as I am aware he was not given a fit note but he was attending counselling for periods of depression which is why he stopped attending the course.

Sorry just thought I would mention.
He will complete the A2 form and post this back tomorrow to meet their deadline. I have drafted a letter on his behalf outlining his recent difficulties and asking if it is possible to offset income support payment against JSA or ESA.
Hopefully this will enable me to compile the necessary paperwork to illustrate his recent difficulties.
I am not sure if this will help or not especially given that I am unsure how to evidence whether he was eligible for JSA.0
