Newbie Advice Regarding Setting Up Broadband

Hi there,

My friend lives in a block of flats and would like to get broadband set up. There is a phone line point in the flat, and has 2 connectors with 2 telephone numbers written above the connections.
At the moment they don't have a phone line set up, but they aren't too fussed about getting a phone if it will cost more.

What would be the cheapest broadband package available? Preferably it would just be to get broadband set up, with no phone package or tv package.
