Notice to Keeper from an IPC affiliated company

Hi all,
Recently my partner received a notice to keeper parking charge for unauthorised parking in a permit holders only carpark. Having done some research and using the great advice on this site I challenged the charge. My reason for the challenge was that the notice to keeper was received 20 days after the parking took place. Therefore no keeper liability following POFA 2012.
We have subsequently received a response (very generic) from the parking company stating that they had considered my comments etc. etc. and that they were unable to cancel the parking charge.
The advice that I am seeking is as follows:
Would you recommend that I now go straight to appealing this with the IPC? (very aware that they will more than likely favour against me)
or
Should I write back to the parking company even though they have said that they would not enter into new or continued appeal.
The reason I am slightly unsure now is that a friend has recommended that I don't appeal to the IPC (IAS) as this is admitting that we accept the charge and are now appealing against it.
In addition to the lateness of the notice to keeper I have subsequently visited the site and examined the signage. It is my opinion that these are not adequate. I am 6'1" and cannot reach the bottom of the signs. Additionally the writing is rather small and you have to read down a few lines before it mentions requiring a permit.
I hope that all makes sense. Any advice or experience on this matter would be much appreciated.

there are 2 schools of thought , well documented on here over recent weeks and even over the last 7 days
1) appeal to the IAS within the 21 days window, 80% chance of failing at that stage (then ignore everything apart from an LBC or MCOL for the next 6 years)
2) IGNORE everything except an LBC or MCOL for the next 6 years
the choice is yours, nobody can predict the future so nobody can be sure if you do 1) or 2) , so any answers are pure conjecture , some say yes , appeal, others say no , ignore
nobody says pay up
writing again to the PPC is a waste of time and money as all they want is for you to pay , IN FULL (as martin lewis says in his credit card diatribes)0 -

Did your research include the V.A.T. timebomb which these companies are sitting on?
IPC affiliates operate a Contractual Charge mode. This means that they do not have to account for their losses, (GPEOL), but they do have to charge vat on the whole amount,
Therefore, if they have not mentioned it on their paperwork or signs they cannot claim that the amount demanded is a contractual charge, that might be tax evasion. It must therefore be damages for breach of contract orr, if they own the land, trespass.
These vat implications could very well be their undoing in court, but the IAS will almost certainly ignore them at appeal as too difficult. In slower time ask them for a vat invoice and if they demur shop them to the tax evasion hot line.

A heavily flawed adjudication from an anonymous adjudicator means that the PPC is unlikely to take you to court where you would be able to claim that the company failed to offer you a fair appeal.You never know how far you can go until you go too far.0 -
