This will be Crown Wharf shopping park.
Assuming you entered your Reg. No. correctly, the camera will have clocked you entering the car park but you have to find a space before getting a ticket at one of the machines which can be quite a way from where you parked - it is a maze! Probably have to queue to use the ticket machine as well. You then have to go back to your vehicle to display the ticket and then make your way to the shops. So you pay for an hour (or whatever) and leave within the time BUT it could have taken 10 minutes easily to find a space, park, get a ticket, go back to car & display ticket etc. So you have been there for more than an hour and get an invoice - great system, NOT.
Parked there last year and the ticket machines are rubbish, letters and numbers worn off.

Why do you have to display your ticket in the vehicle in an ANPR controlled car park? Serious question.
Savills own the shopping park. If no luck with your appeal or with the shop from which you have a receipt, try this or do it at the same time:
From Leagle Beagles website:
PE - got this cancelled
(if anyone has PCN for Crown Wharf Shopping Centre Walsall, email Nick Beckett, Regional Centre Manager,
Southern Region n.beckett@savills.com, he cancelled as a goodwill gesture as he does not want to penalise
genuine customers.)0
