I'll try to keep it short. Two months ago OH had iphone off his sister. He never used but then broke his own phone so wanted to use it. It was locked to different carrier to his network so he took it to get it unlocked. He had asked sister but both she and her OH have very serious health issues and when she didn't get it done he didn't push it just paid for unlocking.

So over a month later the phone still isn't unlocked. Shop kept saying that server down etc. Finally today OH went back and they said "phone blacklisted as reported stolen". SIL adamant it isn't. Went to carrier shop phone locked to who were very helpful and plugged it in and said it's not blocked but would ring CS to check. He was on hold for a while and then suddenly computer updated to say "restricted". So OH went to see SIL who rang them and they said they would remove restriction within 24 hours. She asked why it was and when etc band they said they couldn't say. why it was restricted or when it became restricted.

Anyone have any idea what has happened here?

The only way to unlock an Apple phone is to get the status changed on Apples servers.

The only way to do that is for the network it was locked to to request that change.

No shop can plug something in and unlock it.
Any one who claims they can unlock Apple phones will do it by calling an accomplice at the network and getting the IMEI added to the list of unlocks the network request at any given moment in time.

Despite what shops say this relies on someone on the inside, if they are caught, the phone may be re-locked without notice.

However in this case I think the Restricted message just means its SIM Locked, Have you tried putting in a sim card from the network his sister is (or was when they got the phone) on?

Usually the only person who can unlock the phone is the original owner, what network were they on, some networks unlock the phone for free after the contract is over but only for the original owner.

The phone was on contract with Tesco which uses 02. Yesterday O2 have said the phone will be available to use within 72 hours though originally they said 24 hours.

The shop charge you £5 to discover network and £30 to unlock phone. They came recommended by OH barber!

Just found this info. on unlocking

yes but if you read my OP you will see why OH went to third party to get unlocked as the Network would only deal with SIL not OH.
