Call out was probably £35, and £5 for parts and time.
On the plus side you now don't have a leak.
A 15mm isolator costs under £3 in single quantities. If you have the tools to fit it (pipe cutter, couple of wrenches, a bucket, some wire wool and some jointing compound), it shouldn't take more than 20 minutes to do.0 -

Others will say whether or not it's the right sort of isolator process, but over and again, I find useful guides on yt, which is not my intuitive first port of call.

That video mentions using boss white as the jointing compound, which is okay for non portable water, but if you're using a drinking water supply, get one that is suitable for portable water (wras)0 -

Sounds very reasonable to me.
The plumber had to travel to and from your home so it took him much longer than 5 minutes to do this job.
Many plumbers and similar tradesmen have a minimum charge a lot higher than £40.0
