Plumbing help needed please (leaking toilet)

Hello,
I have a leak which seems to be getting worse, any suggestions to avoid calling out an emergency plumber tonight?
I've been noticing water coming up between the laminate flooring for a few days, dismissed it first as the kids spilling something, then thought it was the washing machine, but anyway, it's the downstairs loo.
There's an upright pipe going into the right hand side of the cistern (I presume water inlet?) which is wet so I assume leaking out of the top of that. I can't find any valve to isolate the room... our main stopcock under the sink is jammed (never been able to turn it, whole thing needs replacing). Filling up a bucket about once an hour so I don't fancy leaving it overnight.
I vaugely know where the outside stopcock is.... will go try them (and try not to turn off the neighbours, lol) if that's our only option

Where the water meter is in the street there will be a valve to shut off the whole house, if you have leaking water, shut it off as soon as possible.0

We've turned it off from in the street now. Any ideas for how to fix it or do we need a plumber (and if so any idea how much they charge?)0

You need a plumber.
Make the phone call after 08.00am and try not to sound desperate.
You have a leak which sounds like it shouldn't cost much more than £40.0 -

While the water is off, make sure that you get a local isolator fitted to the cistern supply pipe. It is utter madness not to be able to isolate all water using appliances locally.I can afford anything that I want.

Plumber has just been, replaced a little washer which took him 5 minutes, cost me £40, is that normal?0

yeah it'd be nice to have isolaters fitted to everything, just can't afford it at the moment.0

Glad u got it sorted sounds daft but £40 a gd price as most would charge an hrs labour xxx rip dad... we had our ups and downs but we’re always be family xx0
