When VCS pay Peel Holdings aka JLA a wad of cash to issue notices on the only bit of road they own. Then to try and justify it by saying it is for security and or to avoid obstruction in case of an emergency.Whilst no other whoever give's a !!!! about parking virtually on the terminal doorstep on a public highway.
I can stop here and set up my rocket launcher without getting a ticket.
