Afternoon all,

First post here so please bare with me.

I have received several PCN letters, now on my third where the firm ZZPS are threatening to involve solicitors to reclaim their clients 'debt'

Thus far I have been ignoring these letters but now wonder wether it is time for a response.

Some background.

The first letter received was dated 28/03/2015 claiming the alleged breach of contract and failure to respond to the ticket on my windscreen. Charge at this point is £100 issued by 'PCN Admin Centre'

25/04/2015 Second letter from another company, same address however, ZZPS requesting £172

08/05/2015 Third letter from ZZPS requesting still £172 with the thread of involving solicitors and the cost increasing.

Sounds like a standard letter chain but where my case differs from most is that at the time and date of the alleged incident I was 30 miles away at work. I have NEVER been to the carpark in question. The original letter states vehicle make: vauxhall, which is incorrect given the registration number.

How are they able to obtain my details from the dvla if they have the wrong vehicle make?

Time to respond or continue to ignore? I can't imagine what case they possibly think they have?

    Best to keep ignoring. You're too late to head this off now. Just search this forum for ZZPS to understand the scam that this is.

    do a search on ZZPS and wright hastle on the link marked search (top right) then click mse forum.


    you have basicly told us the name of the debt collector , but not the name of the company that issued the parking ticket on your car

    The client that ZZPS are acting on behalf of are Elite Management (Midlands) Ltd

    I worry that the DVLA have fraudulently given out my details to these people as the requirement for them to obtain keeper details means they must pass vehicle registration, make and model.

    You'll probably next get a letter claiming to be from solicitors Wright Hassall. It's more baloney, it's actually from ZZPS again pretending to be the solicitors.

    Who is the parking company?

    If I were you I'd send a formal complaint to DVLA that the company has obtained your details unlawfully given that you've never been to the car park in question and at the time of the alleged parking event you and your car were miles away at your place of work.

    Demand to know what the DVLA intends to do about it, and tell them that you expect them, as data controller, to take action themselves. Fobbing it off to the BPA (or IPC, whichever is applicable) is not good enough.

    For once the DVLA cannot be blamed as they have either been given the wrong registration number or your registration plate has been cloned. They will not have been given any other information other than the VRN.

    They can be blamed for giving out data to incompetent companies that are not fit to receive it.

    On reading gov.uk/government/uploads/system/uploads/attachment_data/file/207533/MIS546.pdf

    In section 13 it states that Private car park enforcement companies are required to provide: "The vehicle registration number, the make of the vehicle and the model of the vehicle."

    Surely this is to prevent them just claiming for any VRN from a list whenever they want?

    unfortunately whilst those companies pay the BPA and the IPC , there is nothing "in law" that stops the DVLA from selling info bto the fools (and I'm being polite there)

    That link is referring to a manual V888/3 application on paper. I very much doubt that the KADOE access via the EDI link requires any other information beyond the VRN as the ANPR systems would need to automatically recognises make & model as well as number.

    This is however an excellent stick to beat the DVLA with as while they may not have actually lied in that document they have been very economical with the truth.
