UKCPS NtK received but Driver didn't get to see PCN on windscreen

Hi,
I promise we don't make a habit of this! Getting two PCNs from PPCs in two weeks was a bit of a one off!
We won the appeal against PE but I'm not sure if this one is a lost cause.
Parked outside an abandoned building in the middle of the night which was managed by UKCPS apparently. A PCN was allegedly put on the car but it seems a drunken passenger removed & lost it. Waited for NtK as didn't have any details.
NtK has just arrived & apparently as a NtD was affixed to the windscreen, the NtK hasn't arrived until after the window of opportunity to appeal (21 days) has closed.
The NtK states that the reduced charge on the NtD is no longer applicable now & it has increased to £100.
What is the best way to proceed or is this too late to salvage?

As keeper you would have no knowledge whether a NTD was issued or not, so appeal to UKCPS as keeper as per the template in the NEWBIES thread. If the PPC say you are out of time, complain to the IPC that this is the first you, the keeper, have heard about a parking invoice and you are being denied the right to appeal.I married my cousin. the bevis case is shortly to go to the supreme court , so its not really sorted yet0

Yes, I'd read that. Will be interesting to see how that pans out.
As it wasn't a car park that offered P&D or free parking for a limited time, I'm not as sure what my points to argue on are other than GPEOL.
It seems very disingenuous that they kindly wait 30 days to send the NtK when the appeal window is only 21 days....

under POFA 2012 they are obliged to send the NTK between day 29 and day 56 so not an issue really

Sorry, I didn't mean it wasn't allowed, just that it seemed in the favour of the PPC.
I'm not 100% sure I'm clear on the POPLA/IPC situation. Does the fact that it's UKCPS who are under the IPC mean that there's no POPLA route to go down? Does the RK have to appeal to the IPC instead if/when UKCPS reject the appeal?

correct , no popla now for UKCPS tickets
its the IAS as the appeal route for UKCPS tickets (not the IPC)
my point was that you complaining about sending it after 30 days is down to the fact they cannot do so until day 29 if they issued a windscreen ticket, not if they wish to pursue the RK under POFA 2012, its a compliance factor under pofa, nothing to do with PPC appeal times
its taking you away from the real issues to discuss moot points you should already have learned
you have read the newbies sticky thread ? yes ?
