However you could well be right and your innocence is obvious, because anyone smart enough to have used multiple identity in the past, and now have the problem of renewing a passport when they already have their biometrics registered under a different name, would also be smart enough to realise that any possibility to opt out would make the whole biometric and RFID chip security system worthless.

If you happen to qualify for Israeli citizenship, you may find that they currently still give the choice of a standard passport instead of biometric, but you will be excluded from visa-free (or perhaps any) travel to many countries including the UK.
