This is Europe you're talking about, not a third world favela! I really don't think "safety" needs to be the major deciding factor for a trip pretty much anywhere on the continent (Ukraine perhaps being an exception...).
Find somewhere you like and then dismiss it if it seems too dangerous to you. While the suggestions above are all good ones, they're basically just random European cities given you've not really specified anything (more or less anywhere has some kind of "culture, history and local cuisine"!). If Bruges, Krakow and Alicante all appear on the same recommendation list, you could really go anywhere!0 -

I went to Tallinn in Estonia for a relaxing 5 day break, very nice food, genuine locals and I didn't get the impression the men were trying it on with me in the way I have had elsewhere, really nice country and not silly money0

I would 100% agree that Krakow was a lovely place to visit on your own, very safe and beautiful place to visit.
I have also just returned from a solo visit to St Petersburg which I would highly recommend to anyone, it is a bit of a faff to get the visa, but absolutely well worth it. I also noted more solo females eating out in the evenings than I have every seen anywhere else.0 -
Gdansk, Krakow, Budapest, Florence, Venice, Berlin. I'm 34 and haven't had any hassle in any of them. Or anywhere else really. In Romania I had disapproving looks on occasion when I had a beer with my meal, but that's all. Even in Morocco I had very little bother.
I've recently read a few blogs by solo female travellers and it seems that the 'hassle factor' is massively over hyped.
That's not to say there's no hassle at all - but it's more to do with being a tourist than being a woman or solo traveller. Taxi drivers are equal opportunity scammers!Unless I say otherwise 'you' means the general you not you specifically.0 -

Helsinki gets my vote. It's not really cold in the first part of September (I've been several times at that time of year and it can get cooler at night, but is on a par with UK weather in general for September). Plenty to see and do, easy to get round either walking, using the buses, trains, trams and metro and its incredibly safe. I travel there alone often, and although I am male, I've never seen any crime there other than the occasional drunk - which you'll find any any big city.43580
