It's the BBC (in its guise as "TV Licensing") that brings the prosecutions. However, if they are successful and if the courts decide to send the defendant to jail, then it's the government that picks up the cost and, you're right, it's mainly women.
You ask "why only the BBC"? The point is that the BBC is the publicly funded broadcaster and, IMO, a precious resource that (in spite of its imperfections) produces a whole range of things that enhance the country's culture - I don't think you get that range (including "public interest"-type programmes that attract a smaller audience) from commercial broadcasters who are subject to commercial pressures.
You may, or may not, watch the BBC, just as I may, or may not, watch commercial television - but I still pay for that by, in theory, buying advertised products that are advertised in commercials on those channels.
Fwiw, I support the decriminalisation. I don't think it should be a criminal offence to fail to pay - I think it should be treated the same way as any civil debt. However, that also does raise issues as to how the BBC gets the money that it needs to provide, in my view, its services in the overall public interest. The best the Beeb can hope for in the next charter round is a freeze in the licence fee. We may grumble about its cost but I've come round to the view more recently that it does represent good value for money. Perhaps that's because I have more money these days than I've had before. And I would of course support all people of 75 and over applying for a free television licence as a money-saving matter (in order to make a veiled attempt to stay justified within this thread).
Although, of course, the TV licence, as a flat fee, applies to all other households that use a TV or watch or record TV services online 'as live' and does have a disproportionate impact on households with a lower income, so should all 75-or-over households, including the richest ones, really be exempt? I certainly don't think we'll see a licence fee introduced for those households! Of course, you can save money by moving back to only a black and white TV and not watching any "live" (or nearly live) TV services online:rotfl::rotfl:.0 -

You're right Savvy they produce some wonderful programmes but they also spend the licence fee very unwisely and it's time to stop ! no man/woman who doesn't save lives deserves the wages the bbc pays norton and previously Jonathan Ross. Its disgusting x0
