verbal abuse from ANPR PC

Hi all,

I posted a few weeks ago about a PCN I received form anpr-pc. I overstayed my 2 hour parking in a retail park on Blackheath Hill by 15 minutes. I appealed as per usual on their website on the grounds of inadequate signage and the fine not being a genuine pre-estimate of loss.

I didn't get a confirmation email nor did I hear back from them. About a week later I received the same PCN reminding me I need to pay. They mentioned nothing about the appeal I had sent.

I called them. At first it went to Tesco mobile voicemail (how legit). I called again a few days later, asking if my appeal had been seen. Before anything he asked what grounds I'm appealing on, and I simply said I didnt believe the fine was a genuine pre-estimate of loss. He proceeded to tell me I can't use that and that I should look up the (forgot the name of the case but I knew what he was referring to) case. He then starts yelling at me saying I need to go and do my research because I think I know everything when I know nothing

I said I'm simply trying to find out about my appeal and he says I can't appeal online (even though the 'appeal' page is right there), that I shouldn't even be calling this number and yells even louder hurling abuse at me. It was so loud my mum could hear and had to take the phone from me to ask him why he was talking to me like this. He proceeded to yell at her too. Unfortunately I didn't record the conversation.

I am very sensitive and prone to panic attacks so this whole ordeal left me shaking and in tears, embarassingly. I contacted POPLA and BPA to complain and they simply said I should appeal again in writing with recorded postage.

I plan on appealing again but will need something stronger as I'm sure he will reject the one I sent before. I don't want to let him get away with the way he abused my mother and I. I have never been spoken to like that by a stranger on the phone in my life.

Do you have any suggestions? Thank you

    What's the exact name of the parking company? And do you have an earlier thread we can relate this to?

    just appeal using the template as mentioned previously and as the BPA told you to

    its the popla code that is the important item (if they dont cancel)

    phoning a PPC never helped anybody and often leads to abuse (so dont do it)

    I can't post website link unfortunately as I'm a newbie. The company name is ANPR Parking Control

    The previous thread isn't really relevant as I thought it was the company that had been kicked out of the BPA :(

    Thanks Red. Yep I really wish I hadn't called, but I had no idea how else to find out if they'd seen my appeal

    Wait 35 or so days from sending in the appeal. If they haven't responded then complain to the BPA about their member's non-compliance with the code of practice.

    In fact, you could even complain now ... continuing to pursue a PCN when an appeal has been filed is also a breach of the CoP.

    I'd also complain about the abuse at the same time (or as a separate complaint if you'd prefer).

    If there's ever a lesson as to why we recommend nobody should ever phone a PPC (or debt collector), then post #1 says it all.

    ANPR PC Ltd. appears to be a one-man-band, namely Brett Stephen Stark of Chingford. You can find his full home address here: http://companycheck.co.uk/director/910731244

    Interestingly, one Stephen Frederick Stark of the same address (Brett's dear old Dad at a guess) was sentenced in 2011 to six-and-a-half years in the jug for his part in a VAT fraud committed in 2005.

    As part of the fraud Stephen and his associates set up a string of companies, one of which was called Sky Computers UK Ltd. and also had as a director one Linda Marjorie Stark.

    Oddly enough, also in 2005, the boy Brett became a director of the newly-incorporated Sky Tech Direct Ltd., as did Zoe Linda Stark (same address again) whose date of birth suggests she might be Brett's sister or wife. Make of it what you will.

    No stranger to the colourful, this entertaining report details how Brett Stark (who is apparently a bailiff) was involved in a firearm incident which arose over an allegedly-incontinent cat and ended with a Chingford Councillor being punched to the ground (it appears that the cat was not harmed in the making of this story):

    The good news for the OP is that these one-man-band knuckle-draggers never take court action. They are usually too thick to find their a**e with both hands let alone fill in a court claim form.

    Best not 'phone him again though, sounds like a family you want as little to do with as possible.
