Name and shame the retail park, do they have a face book page or similar?
record your conversation with the parking company, in most cases they will be acting as agents for and on behalf of the retail park owner.
Upload the recording to you tube or similar title it as This is How ( name of retail park owner ) treats members of the public.
if its a big corporate entity they probably have some stuff and nonsense about corporate social responsibility. You can use your recording to show what exactly that meansFrom the Plain Language Commission:

If you have a Nexus 4 then almost NO call recorder app will work. (It'll record your voice but not the other party). It's simply a function of how the Nexus 4 is configured.0 -

Very true. It is also a criminal offence to exceed the speed limit. Personally, I take my chance with the latter and would do so with the former.
