Was your landlord informed of the appointment of the PPC, did he/she agree? Unless the AST mentions the requirement for a permit, I cannot see any hope of them getting a penny, but you do need to lean on your landlord.

Depends on whether the tenancy agreement has some "catch-all" clause stating that the tenant must abide by conditions of the lease (in which case you have every right to see the lease) and/or conditions stipulated by the management company. Basically, start by closely examining the AST and work upwards from there (lease/head lease/freehold/deeds).
