If you are on JSA then you would have to sign a Job Seekers agreement.

It is possible that the Job Centre are saying that since you were in the Support Group and the doctor has issued you a fit note for 3 years then they consider that you are not fit for work.

Much of this depends on what descriptors you met to place you in the Support Group of ESA.

Employers need to know that you are fit to work. They would be loathe to employ you if they felt that working would be a danger to yourself or those around you.

If you feel that you are fit to work then you need to get a letter from your doctor saying so.

So in the freedom of infomation that antoeer person submitted (they did it online so it is available to anyone) they lied about how you are allowed in jsa even with a fit note.

I suspect that these are broadly the reasons they don't want you to move back to JSA. We don't know your medical background but it's probable that the JC staff don't think you will be able to commit to, or comply with, the Job Seekers agreement. That agreement broadly means you have to be looking for work all day, every day. If you fail to comply you would run the risk of being sanctioned. There is obviously a huge difference between working a couple of hours a week and that commitment to looking for work.
If you are determined to go onto JSA then, as said above, get a letter from your doctor stating that they believe you are fully fit for work.
The reality is that you can sign off ESA any time you want to. All you have to do is call and tell them you are closing your claim. That does not mean you will fit the criteria for claiming JSA. If you do close your ESA claim and don't claim again within 12 weeks, you will go back to the assessment rate again.
Think it all through very carefully before changing anything.

You can go onto JSA when you have been given a fit note from your doctor but this is only after you have been found fit for work by an assessment. The ruling that you have been found fit for work overrules your doctor's fit note.

In your case this hasn't happened. You have been found not fit for work and put in the support group for ESA.
