When I looked at a house that would need a drive, I discovered that it would cost over £1,000 for the council to drop the kerb. I think it was only about £100 for them to come out and inspect in order to decide whether it was even possible to drop the kerb. The garden had to be long enough to provide enough room to get a car off road without overhanging the pavement, the dropped kerb had to be in a suitable position for visibility and of course nothing like street lamps, signs, postboxes etc in the way. Plus the new drive would have to be permeable or have something like a soakaway to prevent run off.

How far away does a street lamp need to be from the dropped kerb or the driveway to be built?

The street lamp only needs to be in a position where a car cannot hit it as it enters or leaves the driveway.
Dropped kerbs are usually a minimum of two tapered kerbs and four dropped road kerbs.
If your driveway slopes towards the road you will need to install a drainage channel connecting to a suitable outlet to prevent surface water from flowing onto the highway. If it slopes towards the house you dont need to do that.
If you plan to have a gravel driveway most Councils will expect the first 1m from the pavement to be either concrete, tarmac or block paving. This is to reduce the amount of gravel spilling onto the pavement and highway.
