I recently used this service in Italy - and found that even though I was halfway up a mountain (OK...a large hillside)...that the signal was significantly better than I expected. My phone roamed between 3 and Wind, and the speeds were brilliant.
I think that the OP may just be in a high user area - with lots of people vying for the same service.0 -

they already offer free data why would they offer free tethering as well.

Because internet only via a smartphone is useless to me. I need to tether and run it as a modem.
£2/100mb isn't that bad. Still with T-M paying £4/day for unlimited but only on 3G.
I see now o2 have launched "unlimited" 4G data in Europe for £1.99/day though so will check that out0
