This is incorrect. The Ombudsman is not the governing body at all, Offcom is. The Ombudsman would look at the complaint for you though.

They will independently review your concerns and contact Vodafone appropriately.
Please PLEASE don't accept the bull that Vodafone feeds you and give up at the first hurdle. Persist as far as you can. It might be time consuming and frustrating, but the service you have received from them is unacceptable and they need to address this. Your credit rating is worth the effort.
