have you read the Ts & Cs of the offer? Do you really want one, or really need one?
Is there an EE shop close enough or convenient enough to warrant carrying around a flat charger in the hope of passing an EE store to exchange it for a full one? Are you really going to allow your phone to go flat during the day without having the means to charge it (at work for instance)
I think a lot of people have just thought..freebie...without thinking about the logistics of carrying one of these things around with them.
By and large you're right (although are people really going crazy?) but these are still very handy. I'm sometimes out all day (such as a long cycle whilst using GPS, a day at the races or when abroad on holiday) and the battery can go flat quick enough. These aren't perfect but they do help.

The one that I picked up only charges around 65% (iPhone 6). Does this fit with other people's experience?

I got one today and charged it up, will try connecting to phone when it runs down sufficiently to do a proper test. In the meantime I tried using it as a torch - this must be some sort of joke, it is absolutely useless unless mine is faulty. Anyone else tried the torch function by pressing the button twice? :(

The torch is quite adequate in a darkened room, it's just an LED so didn't expect it to be like a searchlight.
