Have you uninstalled Avast? If not, use the removal tool they provide

Use a lighter weight products such as the free version of Panda Cloud

If the system restore doesn't solve the problem I would run another malware scan before proceeding with anything else. I assume you have already done a Malwarebytes scan? Might be worth also letting the ESET Online Scanner have a scan as just another precautionary check. If that also comes up clean then trying an alternative browser may also help. The usual alternatives to Internet Explorer are Chrome and/or Firefox.0

I have done all the usual things like... register cleaner
That could be problem. Since Windows XP, registry cleaners are generally unnecessary. If you want to clean registry entries, it's better to do so manually rather than allowing a program to decide what should be deleted....it started some time after I installed avast could this be the problem

I've seen a few PCs grind to an absolute crawl after Avast was installed, but later updates to Avast seem to have fixed the problems. You could remove Avast to see if that helps.
Maybe check the Event Log to see if there's anything flagged up in there.
