after the winter I went to open the padlock on my shed and although it looked a bit rusty and was a bit stiff it opened. Now it absolutely will not budge, I tried drizzling oil into it, didn't work. Any ideas please?

Is that 'normal' oil or a penetrating oil like WD-40? You might have more luck with the latter.Fiscal drag, that's my problem. Too many people dragging on my fiscals.0

More oil, more time.
That's pretty much it realy. You might try little bits of oil in three places - the keyhole (obviously) the hole where the hook/bar goes into, and around the edge of the hole the hook/bar comes out of.
The thinner the oil you use the better, but really, if it's been left all winter it can take quite a bit of time for the oil to work its way in. I'd say use a thicker oil to let it soak in
thinner oils will just run off0 -
Engineers use oil called Penetrating Oil to sort out rusty things. It's very thin so it can slide easily in between rusty parts and soak well in. Thicker oil such as cooking oil just takes rather longer to do this.

Good news and thanks for letting us know
Now then:- The cooking oil isn't designed for this job and is likely to dry out and go all thick and gooey. You need to use something like white spirit or paint brush thinner if you have any around (I don't know if vinegar will work) and wash out the lock.
Let it dry thoroughly.
Then use a proper engineering oil. Like sewing machine oil? (if you have one), a couple of drops of car oil?
