can he manage his own finances?
he has a reasonable income with ESA combined with PIP.
it isn't reasonable to expect more help from the state while the extra money you need is already coming into the household.

Last month I received an HB notification that I had been overpaid for four years. There were 40 pages of calculations in the document. I went through this with a fine tooth comb and it transpired that they had got my IB/ESA payments wrong (higher) by some considerable amounts as well as my private pension. I sent them a letter detailing where they had gone wrong and included the relevant DWP notifications/P60s....I would want to see the most recent decision notice that shows all the income they are including in their calculations. These frequently show up that the council is either including or not including something in error due to them not being aware of the information
A week later I received a second benefit notification telling me they had underpaid me over the last four years. I checked their figures once more and they were correct.
Last year when I was switched from IB to contribution-based ESA my HB was stopped because their system indicated I was getting IB and ESA at the same time! Took a few days to get that sorted.
So it pays to look closely at all their figures.0
