Microsoft Lumia 640 LTE Dual SIM. Cheap calls to Spain

Hi I am interested in buying one of the new Microsoft Lumia 640 LTE phones. I would prefer a dual sim. I know carphone warehouse do the single sim, who sells the dual sim version?
I will use it as PAYG

I also want a sim to use the cheap calls & data in Spain via an App. Which company does this?

However, without any second local sim and app, roaming calls cost no more than €0.19/min with a UK sim. With '3' sim and a UK bundle such calls (and data) are included into the allowance under their 'feel at home' program.

Thanks for the info. It does seem that the dual sim one is not one.
