Which is one possibility obviously. Guessing the circumstances are a bit different between an already resident-for-some-time owner and therefore work being done "out of the blue" on the one hand. On the other hand - if the house has recently swopped hands the presumption is that a lot of work will be being done on it (particularly if its known the house is old-fashioned/in need of major work).
EDIT: I see that OP has in fact done the "advance warning" etc anyway.0 -

The problem of course is that when a poster adds information to bolster their argument it just looks a bit fishy. Not saying that is the case here, just saying what it can look like.
So was the complainant one of the neighbours and if so what did they say when you told them about the garden works? If it was, ask for your chocolates back!!It's someone else's fault.0 -

I didn't "add information", I was merely venting that the neighbour was complaining a mere half day after the spoil heap appearing that it "was an eyesore".
Even is someone hadn't been forewarned, it was a spoil heap. It wasn't blocking his access or affecting him any way apart from visually. In my view, it is unreasonable to object to something if it doesn't affect you materially & is obviously a work in progress which will be removed when necessary."Science is a wonderful thing if one does not have to earn one's living at it" Einstein 19510 -

I think that's it. The guys here said that it's really common for the neighbours (of the people they're doing the work for) to have a moan about stuff like this. I fully understand having a moan if we were inconveniencing them, but because they thought we were spoiling their view ?! Just say " oh I'm sorry, that's why I told you beforehand but perhaps you didn't realise how big the pile would be ? Anyway it will be gone by.........so please bear with us"0

I have a lot of soil in my garden , all brown and disgusting, so what I did was to level it and cover it with plants (mostly grasses) so the filthy colour couldn't be seen.
I must be quite the trend setter because I notice many of my neighbours have done the same thing!
I should explain to your neighbour that you fully realise the horror the brownness of soil can cause and that it will removed/covered ASAP
In the meantime offer them a pair of blinkers : these are easily and cheaply fabricated by getting a cheap pair of poundland sunglasses, taking the lenses out and sellotaping these to the side arms of the glasses.
Bingo - he/she can walk out of their house without the disgust of the nausea inducing soil in their peripheral vision!
