It's called consumerism. It's what motivated many of the rioters in 2011.

the riots of 2011 were caused by violent psychos, albeit encouraged by the usual socialists and fellow travellers, who prefer to talk in silly meaningless jargon rather than discuss the real issues.

I think part of the problem stems from the rule books behind things like WTC or Work Program.
These things get very complex, and companies can employ plenty of accountants to work out how to maximise the rules. The reason they become complex is that they have to be seen to be fair to all the various marginal cases that you might encounter.
Well intentioned legislation can end up working against our interests.0
